agb preflight

agb preflight runs the plan-time gates against a plan.json without building anything.

What it checks
- Scope overlap: a deterministic pairwise check of declared ticket scopes; overlapping parallel tickets are a hard veto (forecastOverlaps).
- Coldstart: each ticket is sent to a cheap model in a fresh context, which lists what is missing to execute it (coldstartTickets).
Before coldstart, the command refreshes quota telemetry from agy and exits 1 if it is unavailable. --no-coldstart skips both the quota refresh and coldstart (C14). Preflight does not check whether models respond; that is what the quota refresh and agb probe report on.
Exit codes
0 when every gate passes, 2 when any gate fails, 1 for an invalid plan or missing quota telemetry (preflight exit).
